The Home Energy Conservation Act (HECA) came into force in England on 1 April 1996 and set an obligation on Local Authorities to reduce energy usage and CO² emissions in their areas by 30% over a 10 year period to help combat climate change.

With this in mind, the Heat Project was set up in 1997 by Enact Energyto act as a conduit to deliver required energy and carbon savings required on behalf of Local Authorities in Cornwall by installing Loft Insulation and Cavity Wall Insulation using funding awarded under the Energy Savings Trusts HECAction scheme.

Since its inception, the Heat Project has grown significantly, working in partnership with Local Authorities across the UK for the past 10 years to help you to insulate your home making it warmer and potentially saving you over £250 per year on your fuel bills. Take advantage of the insulation grant you are entitled to and you will also be helping to reduce your effect on climate change and your carbon footprint.

The project is funded by utility companies under the Carbon Emissions Reduction Target (CERT), a Government led initiative aimed at improving energy efficiency and fuel poverty in the domestic sector and is a key part of the UK´s Climate Change Programme.

CERT imposes a statutory obligation upon electricity and gas suppliers to meet a target for a reduction in the demand for energy usage among household consumers in Great Britain. This target can, and is, being achieved through the installation of energy saving measures including loft and cavity wall insulation provided by the Heat Project.
